Introduction

Germany has long been one of the leading voices in global humanitarian action –respected, trusted and impactful. In 2023, German contributions made up 10.6% of global humanitarian aid, setting it as the second largest donor in the world. With this historic role, Germany has become the face of European crisis relief, guiding the region with its compassion, pledging to stand with millions of children, families and communities at risk in North Africa and the Middle East.

Hence, as countries begin to pull away from their humanitarian responsibilities–all eyes turn towards Germany.

Will Germany continue to lead humanitarian action, or quietly retreat from it?

Crisis at Home, Doubt Abroad - Why aid is disappearing

Germany’s humanitarian legacy is under pressure as the government prepares to cut funding by 53%, setting the total budget the lowest it has been in years. Public funding, alongside with individual donations, is constrained by the economic hardship of inflation, low disposable income and a housing crisis. Political polarization continues to pressure public opinion and ignite mistrust amongst Germans. 

Expecting transparency, here are some truths to clear up the flawed narrative that plagues German media:

  1. Myth: Germany is footing the bill for everyone–our funds are being drained to support crises abroad, while the nation is left to suffer alone.
    Truth
    : Aid is proportional to economic activity. German spending was less than 0.06% of its GDP–at only €25 per citizen for the entire year.
  2. Myth: Most aid money gets lost or spent on salaries, advertising or administration.
    Truth
    : Today’s aid is highly regulated. Funds are monitored through independent audits, field reporting and digital tracking services, such as UN OCHA’s Financial Tracking System.
  3. Myth: Germany is burdened with domestic problems, it doesn’t have the capacity to help abroad.
    Truth
    : Helping abroad is helping at home. When Germany supports humanitarian action, it prevents crises from escalating into regional instability and forced migration–investing in Germany's long-term domestic stability.
